NPC Recruitment 2022 Application PENDING

Pre-Qualification or Shortlisting is the initial process for selecting Candidates who would participate in the 2023 Nationwide Population and Housing Census in April 2023.

Shortlisting of Applicants is done by reviewing millions of Applications recieved from each category of the NPC Recruitment 2022.

Facilitators

Job Description: Must internalize the training manual and be able to deliver to all other census functionaries. 

The Facilitator would be persons that have had a survey experience and computer proficient

1. Must be a Nigerian

2. Preferably Teachers or Lecturers

3. Have a minimum of HND/First Degree

4. Be between the age range of 35-60 years

5. Survey field experience would be an added advantage

6. Must have good presentation and teaching skills

7. Can speak and communicate in good English

8. Have a functional email

9. Have a functional phone number

10. Have a National Identification Number

11. Have basic office tools skills (Word and PowerPoint and Excel is an added advantage).

Field Coordinators

A Field coordinator coordinates the activities of 5 supervisors and about 50 enumerators, to qualify as a Field Coordinator he or she must:

1. Be a Nigerian

2. Preferably Civil Servant or Teachers 

3. Have a minimum of HND/First Degree

4. Be between the age range of 35 -50 years

5. Have survey field experience

6. Have managerial skills

7. Can speak English

8. Have a functional email

9. Have a functional phone number

10. Have a National Identification Number

 11. Have basic office tools skills (Knowledge of Excel is an added advantage)

Job Description: Field Coordinators are deployed to cover about 5 SAs during Census. Duties and responsibilities of a Field Coordinator are: 

1. Be responsible for approximately five supervisors and between 30 and 50 enumerators.

2. Assists in the protocols and community entries into the institutions and communities

3. Addresses maps and boundary challenges within their assigned areas

4. Ensures that the supervisors are always on the field

5. Receives feedback and gives feedback to supervisors and enumerators

6. Clears the Field Supervisors after completion of their task.

7. Recommend replacements and reassignment of EA IDs where necessary during census exercise.

8. Coordinate logistics of human resource and materials within the assigned area.

9. Report to the Comptroller the replacement of enumerators and supervisors who are unable to perform their duties satisfactorily; or who should be replaced for any other reason.

Quality Assurance Assistants/Rovers

1. Be a Nigerian

2. Speak the language of the local community

3. Have a minimum of Degree or HND.

4. Be between the age range of 25-45 years

5. Have survey field experience

6. Have managerial skills

7. Can speak English

8. Have a functional email

9. Have a functional phone number

10. Have a National Identification Number

Job Description: The Quality Assurance Assistants or Rovers are to assist the field coordinators by moving from one EA to the other to ensure fieldwork is carried out smoothly. He is mobile and covers five SAs. His other responsibilities- include;

1. Reporting all the technical problems to the field coordinator.

2. For all flagged within his assigned boundary, he does ground truthing.

3. He ensures that real-time correction is affected.

4. Renders assistance to the enumerators when they are having issues with the PDA (i.e. give ICT support).

Field Supervisor

A Field Supervisor is the team lead of between three and six pairs of Enumerators. To be a Field Supervisor he or she must:

1. Be a Nigerian

2. Speak the language of the local community

3. Have a minimum of OND

4. Be between the age range of 25-50 years

5. Have survey field experience

6. Have managerial skills

7. Can speak English

8. Have a functional email

9. Have a functional phone number

10. Have a National Identification Number

Job Description: A Field Supervisor is the team lead of between three and six pairs of Enumerators. S/he works closely with the Field Coordinator. The Supervisor: 

1. Handles all difficulties the enumerators might report to him/her, including non-contacts and refusals 

2. Checks that enumerators have visited all dwellings in the Enumeration Areas (EAs) assigned to their team. 

3. Establishes good working relationships with military, civil, village head and other authorities to ensure that work goes smoothly 

4. Carries out monitoring visits in each EA and makes a daily report to the Field Coordinator on the progress of the census work.

 5. Ensure as much as possible the security of enumerators working under 

him/her. 

6. Clears the enumerators after completion of their task.

Enumerators

Enumerators are key to the census process and as such are the front-line soldiers in the entire census army. An enumerator must:

1. Be a Nigerian

2. ICT Proficiency

3. Speak the language of the local community

4. Can read and write English

5. Basic Literacy in Mathematics

6. Have a minimum of SSCE

7. Be between the age range of 20- 35 years

8. Have a functional email and phone number

9. Have a National Identification Number

Job Description: Enumerators are the most important census functionaries. Duties and responsibilities of an enumerator are:

1. To interact with the public and obtain census data.

2. To interview all households and individuals in the EAs assigned, using the appropriate forms/questionnaire in the Electronic Data Collection Device and complete the record of work.

3. Responsible to, and report back to his/her Field Supervisor daily.

4. Receive instructions and feedback if any, from the Data Quality Manager through Data Quality Assistant in the LGA.

5. Refers to the DQM and DQA for support on PDA issues for troubleshooting if the issue cannot be handled by the supervisor or field coordinator.

Monitoring & Evaluation Officers

Monitoring and Evaluation (M&E) is an essential component of census activities. Training, deployment of field materials and equipment, field operations during building numbering & household listing and persons’ enumeration will be monitored.

Monitoring and Evaluation (M&E) Officers will play an important role in ensuring that set targets are met at every level of the Census process. He/She will monitor and evaluate the implementation of all planned activities.

Eligibility Criteria/Requirements

1. Must have at least a BSc/HND

2. Must have at least five years’ experience in surveys and census activities with at least 

two years’ experience in the most recent surveys (NURHI, NDHS, VASA, NEDS, NMIS, etc.)

3. Must have at least three years’ experience in data collection

4. Good presentation skills

5. Proficiency in Microsoft Office (Word, Excel, Power Point)

6. Basic understanding and use of data collection applications (CSEntry, Census PAD, EAD PAD, Survey Solution, ODK, etc.)

7. Basic understanding and use of statistical analysis applications (Stata, SPSS etc.)

8. Demonstrated ability to train and build capacity of others

9. Sampling and questionnaire design ability

10. Good report writing skills

NPC Recruitment 2022 Application APPROVAL

NPC Recruitment 2022 Application APPROVAL is not a straight forward path. One can not say after application, then Approval.

After an Applicant has been shortlisted, the Applicant would be instructed on how to participate in a training, both online and Ofline.

The Applicant after the Training sessions, would write a Quiz to assess the impact of the Training on the Applicants. 

An Applicant upon participating in the Training and passing the Quiz, would recieve immediate Approval, then Applicant's status would change from PENDING to APPROVED.

As earlier indicated, the ENUMERATORS are the most important part of the NPC Adhoc Staff. In the course of the NPC Recruitment 2022, they will be in the highest number of workers.

Review and Shortlisting of Enumerators would be from January ending, although February. Training will commence in March, while the main Census begins in April 2023.
